One of the city’s options for moving or rebuilding its City Hall and Civil District Court buildings has hit a snag in the form of decades-old concrete debris buried underneath Duncan Plaza, an advisory board learned Tuesday afternoon.
“Just on the record, that could be a very, very huge impediment in utilizing this potential site,” said Roy Glapion, a civil engineer and member of the Municipal Complex Advisory Committee at a meeting held Tuesday at Union Passenger Terminal.
