PALMER LAKE, Colo. (KKTV) – A couple in El Paso County is accused of stealing millions of gallons of water from Palmer Lake’s main water line.
Terry and Katrina Tolbert face felony charges of:
- Endangering a public utility
- Theft
- Criminal mischief
The couple is also facing multiple tampering misdemeanors. Court documents say the couple diverted water from Palmer Lake’s main water line for three years.
