RENSSELAER — When Nicolle Callaway moved her family into a house on Third Street in Rensselaer last month, she didn’t expect to live there only a few weeks.
But within days of arriving, she got some bad news: the single-family residence on Third Street a few blocks east of Broadway she was renting with her son, daughter and mother lacked a certificate of occupancy.
According to Callaway, her boyfriend had called Public Works Commissioner Norbert Leppig to find out why their garbage had not been collected. Leppig told him nobody should be living in the house because it lacked the city-issued document that verifies a property is safe for occupancy…
