Albany man charged with rape after traffic stop in Kingston

KINGSTON, N.Y. (NEWS10)– An Albany man was arrested in Kingston after troopers allegedly found him indecently exposed with a 15-year-old female. According to state police, 30-year-old Roy Cineus was arrested after a traffic stop.

Troopers said while conducting a traffic stop of a 2011 Hyundai on North Street in the city, Cineus was reportedly exposed in the presence of the minor. An initial investigation determined Cineus reportedly had unlawful sex with the 15-year-old in the car.

Charges:

  • Third-degree Rape, vaginal sexual contact with a person less than 17 years old
  • Third-degree Rape, oral sexual contact with a person less than 17 years old
  • Two counts of Endangering the Welfare of a child
  • Second-degree Reckless Endangerment
  • Multiple traffic tickets

State Police said Cineus was arrainged at Kingston City Court Central Arraingment Part and remanded to the Ulster County Jail. He is expected to appear back in court at a later date.
