RIO RANCHO, N.M. – Rio Rancho’s City Council could fill the vacant District 4 seat Thursday with Mayor Paul Wymer’s pick: David Mann.
Wymer left the District 4 seat when voters elected him mayor in April.
Mann comes from a field of nine candidates, and currently works as a lawyer for Rio Rancho Public Schools…
