Melissa Corrigan, a Norfolk activist and Navy veteran who served in Operation Iraqi Freedom, said she was left shaken after an Immigration and Customs Enforcement agent called her by name during an operation, even though the two had never met.

After seeking public records, she discovered that city surveillance cameras had captured her car more than 100 times over a three-day period.
