New charges filed in 2024 case of Canyon woman hit, killed by vehicle

CANYON, Texas (KAMR/KCIT) – A Canyon man accused of killing a woman in May 2024 by hitting her with a vehicle was indicted on new charges Wednesday, according to court documents.

30-year-old Ulise Issac DeLao was indicted on one count of alleged “Intoxicated Manslaughter with a Vehicle” and one count of “Manslaughter” by a Randall County Grand Jury, after the May 2024 death of 27-year-old Brittany Torres.

As noted in previous reports, Torres died after being hit by a car in the 1900 block of 10th Avenue in Canyon. At the time, DeLao was arrested for alleged “Intoxication Manslaughter.”

DeLao’s charge was upgraded to “Murder” after allegedly hitting her with his car, but he was no-billed by a Randall County Grand Jury on that charge in August 2024.

According to the Randall County District Attorney’s Office, the April 2026 indictments are to replace a case for alleged “Manslaughter” that was also filed in 2024. That case was active until earlier this month…
