Discouraging Public Participation – City Schedules Meeting on Solid Waste Management Proposals for 4 pm on June 30

There is a special meeting scheduled for 4:00 pm on June 30, 2026, and it’s unclear why this was not announced earlier. One can only surmise that it is to discourage the public from participating. The only item on the agenda for Regular Business is the Solid Waste Management Services Request for Proposal Evaluations. This has been a strange process that has been ongoing since at least 2023. Republic’s contract will expire on June 30, 2027, and the City and Republic have not been able to reach an agreement on a new contract. RFPs were distributed, and staff received nine proposals by the due date, November 17, 2005. Staff reviewed these proposals and ranked three companies the highest: EDCO Disposal, CR&R Environmental Services, and Universal Waste System, in that order.

The Council appointed a two-person ad hoc subcommittee, consisting of Mayor Fred Jung and Council Member Jamie Valencia, to work with staff on reviewing the proposals and making recommendations to the full Council. This subcommittee decided to add three more companies to the list: Republic (which received the lowest ranking from staff), Athens Services, and Valley Vista Services. The rationale for adding these three additional options was to increase the range of choices available to the Council.
