Fullerton City Council is being asked on September 15, 2026, to provide direction on negotiations for the city’s next solid-waste services contract, with three companies remaining under consideration: the city’s current provider, Republic Services, along with CR&R Environmental Services and Valley Vista Services.
The decision could affect trash, recycling and organics collection for thousands of Fullerton residents and businesses for years to come. The City’s own evaluation makes clear that the choice is not simply a matter of selecting the lowest bid. Price, service reliability, environmental compliance, transition planning, workforce stability and the companies’ financial and operational commitments all factor into the decision.
An outside consultant, CityGreen Consulting, evaluated the three finalists and ranked CR&R first, Valley Vista second and Republic third. CityGreen’s September 3 advisory memorandum says its evaluation considered total ratepayer cost, service quality and reliability, proposed enhancements, certainty of SB 1383 compliance, facilities and operational stability.
Three very different proposals
Valley Vista submitted the lowest-cost proposal. Its projected first-year monthly system billings are approximately $3.72 million, compared with $3.90 million for CR&R and $3.97 million for Republic.
