Gov. Moore vetoes five bills, but Maryland lawmakers could soon override them

The final bill signing ceremony of 2026 means Gov. Wes Moore has also finalized his legislative vetoes — this year, he’s saying no to five bills.

A study on Medicaid reimbursement for hospice room and board

HB1151 would require the Maryland Health Care Commission and the Maryland Medicaid Program to jointly study the impact of requiring Medicaid to provide reimbursement for hospice-provided room and board services.

In his veto statement, while Moore says he understands the bill’s intent to identify opportunities to improve hospice patient outcomes, the Maryland Department of Health (MDH) has concerns due to federal law prohibiting Medicaid reimbursement for room and board services outside a facility setting.

MDH says because of this, room and board services delivered by hospice houses would require 100 percent state General Funds since they are not eligible for federal matching dollars, which could cost the state over $8 million a year…
