A Loudoun County man has filed a $9 million lawsuit against Loudoun County Sheriff Mike Chapman and former deputy Justin Denton alleging malicious prosecution and false arrest.
In the complaint, attorney Jessica McCollum said her client, Andy Portillo, was arrested on April 8, 2024, for several counts of vehicle theft after an investigation by Denton. McCollum said Denton was told by a subject he interviewed in relation to the case that someone named Andy Portillo was an accomplice.
However, McCollum says that the 12-year-old suspect did not reply when Denton asked him if Portillo was an accomplice and that an Instagram photo of the suspect showed him with a different man named Andy Portillo. Additionally, McCollum said fingerprint and DNA tests were conducted on the stolen property and that her client’s prints and DNA were not found anywhere…
