WASHINGTON, DC — Floodwaters rose fast across central Texas after days of relentless rain, sending the Guadalupe River over a two-story house’s height in just five hours in one stretch.
Authorities said the flooding set off hundreds of rescues, washed out roads and killed at least two people.
