The growing risk of flash flooding in Baton Rouge

BATON ROUGE, La. (Louisiana First) — Tropical Storm Arthur may not have been a hurricane, but it brought a familiar concern to Baton Rouge: flooding.

The storm dumped several inches of rain across parts of Louisiana and served as a reminder that even weaker tropical systems can create dangerous conditions when heavy rainfall falls faster than drainage systems can handle it.
