Appeals court make ruling tied to Madison Brooks case

BATON ROUGE, La. (WAFB) – Louisiana’s First Circuit Court of Appeal has agreed that a Baton Rouge district judge should not preside over a high-profile rape case.

A ruling issued from the 1st Circuit states 19th Judicial District Judge Gail Horne Ray should not rule over Casen Carver’s case.
