Refilling: Second Attempt at 619-621 W. Delavan

Ellicott Development has drafted a new plan for two vacant parcels at 619 and 621 W. Delavan Avenue. After failing to win approval for two new homes for the site in 2018, Ellicott is now proposing a three-story, six-unit apartment building which would be accessed from their existing parking lot at 905 Elmwood, a four-story building at 905 Elmwood Ellicott constructed in 2017 that features commercial space and 21 apartments.

Ellicott purchased 619 W. Delavan in February 2016 for $290,000 and 621 W. Delavan in July 2015 for $130,000. The properties are within the Elmwood Historic District (East). Both were demolished in 2019. Ellicott had proposed a pair of replacement single-family townhomes for the lots but faced Zoning Board of Appeals and public push back for needing a variance for the planned garages along W. Delevan which were not set back a minimum of 20 feet from the street.

The new building would have entrances from the street and also the rear parking lot. Each unit would have a covered patio or balcony along the street. Exterior materials include split face block, brick veneer on the primary façade and cement clapboard siding elsewhere…
