INDIANAPOLIS — When it comes to Old City Hall and the adjacent parking lot on Alabama Street downtown, Glenn Brown thinks smaller is better.
Brown is the owner of Flatiron on Penn, the former Elbow Room and can be found on late afternoons and evenings in the kitchen cooking dinner.
He’s got a plan to inject new life into a building that has stood since 1910 but has been mostly empty since 1962, while too historic to tear down or radically update.
