MILWAUKEE (CBS 58) -- The family of a teen killed in a crash is suing the City of Milwaukee, saying his death was preventable. The body of 17-year-old James Stokes was found in the city tow lot in 2023, in a car towed from a crash involving a stolen vehicle.
