When employees showed up at the administration building on a Navy Base in Virginia Beach, they were greeted by a scene they never could have expected. Tucked beside the entrance was a small furry bundle that instantly drew their eyes.

Once they stepped closer, the mystery disappeared. Staring back at them were two very young otters, estimated to be just five to six weeks old.

The tiny pups, who were later named Willow and Cedar, were impossibly adorable but clearly uneasy around people. The moment anyone came too close, they let out sharp cries, which is a common response from scared and vulnerable otters.
