AUSTIN — West Side native Walter Weaver moved into the Crestwood Apartments in Austin two years ago. Since then, the 70-year-old has watched his living situation deteriorate.
For over a year, Weaver’s bathroom didn’t have working hot water, so he would go to neighbors’ units to take showers or wash himself in his kitchen sink, he said.
While washing at his sink on July 4, Weaver felt water drip from the ceiling onto his head. The apartment above Weaver had been empty since he moved in, he said.
