A Hopkinsville man was charged with criminal abuse after a small child was found alone on West 13th Street on Sunday afternoon.
Hopkinsville Police say they were called for a child under 2-years-old that was walking alone without shoes.
Neighbors in the area were looking for the child’s guardian but could not find him…
