CLEVELAND, Ohio – Cleveland City Council is considering a significant restructuring of its staff and day-to-day operations to fix what some of the 15 elected legislators openly call “dysfunctional.”
The proposed changes, introduced this week in Council’s operations committee, aim to bring order to an internal structure that consultants and council members alike say is unclear and inefficient.
