3News Investigates: Former Cleveland police officer charged in fraud scheme was fired, hired elsewhere despite past guilty pleas

CLEVELAND — 3News Investigates has discovered that one of the eight current and former Cleveland police officers arraigned in an alleged Paycheck Protection Program fraud scheme previously pleaded guilty to two counts of attempted falsification in 2022.

Despite those prior convictions, Officer Terence Rouse was hired less than a year later by the Highland Hills Police Department, where records show he has been working for more than 2 1/2 years.

3News reviewed records from several departments as part of our investigation into Rouse’s employment history. His personnel file shows his time with the Cleveland Division of Police began when he was hired in January 2020…
