Letter to the editor: CSU must ensure fairness for rooftop solar owners

Colorado Springs Utilities is currently developing a rooftop solar customer rate case. Rooftop solar owners have made significant financial investments in energy generation that contributes to the stability of the grid and reducing air pollution benefiting the entire community. They should be considered partners in energy solutions rather than competitors or a hindrance. Like all customers they should be treated fairly so the new rate case ought to reflect the following elements:

  1. Rooftop solar customers should be charged no more than other customers per kw for the same time of day or time of year usage.
  2. Rooftop solar customers should only be charged peak rates on days other customers are charged peak rates.
  3. Rooftop solar customers should only be charged for kw used.
  4. Kw sent to the grid should always have a minimum value based on the time of generation and should be available to be applied to the cost of a kw drawn any time of day.
