City Council approves natural gas bill rider

(COLORADO SPRINGS) — On Tuesday, April 28, the Colorado Springs City Council voted on a natural gas rider to help fund the replacement of bare steel gas lines.

According to Colorado Springs Utilities, a bill rider is a temporary utility charge, not included in standard base rates, that allows Springs Utilities to recover the costs of specific programs or projects.
