North Texas’ H-E-B boom is officially rolling into Carrollton. Filings and city records show the grocery giant has tagged the city for its next big supermarket, a 121,228-square-foot store planned for Parker Road near the Sam Rayburn Tollway with an estimated construction cost of about $22.8 million. Work is slated to kick off in August 2026 and wrap in early November 2027, which points to a likely opening in late 2027 or early 2028 if everything stays on schedule.
According to the Texas Department of Licensing and Regulation’s project registry, the development is listed as “HEB Carrollton – Store” at 1919 Parker Road with a 121,228-square-foot footprint. The filing shows an August 10 construction start date, a November 3, 2027 completion date, and an estimated build cost of $22,800,000. The entry appears in the department’s Architectural Barriers project records and was registered in early May 2026.
City rezoned 17.2-acre site
To clear the way, Carrollton’s City Council approved a rezoning of roughly 17.2 acres at the northeast corner of Parker Road and Josey Lane to support the full grocery campus. According to the City of Carrollton, the plan calls for more than just aisles of produce and brisket: the site will feature a gas station and car wash, a restaurant and a drive-thru pharmacy, covered curbside pickup and more than 600 parking spaces. Mayor Steve Babick called the council’s vote “the culmination of years of hard work” as the city has chased major retail investment.
Fueling station and car wash are separately filed
A separate state filing carves out the fuel component from the main store. A Texas Department of Licensing and Regulation entry lists a $1.2 million fueling station and car wash at 1929 Parker Road, covering 900 square feet and sharing the same August 10 to November 3, 2027 construction window. H-E-B told MySA there are no additional updates to share for now.
Part of a regional expansion
The Carrollton project slots into H-E-B’s rapid North Texas expansion that kicked into high gear when the chain opened its first D-FW store in Frisco in 2022.
