Letter to the editor: City engineer details plans for Soumas Avenue

Perry residents should be aware that on June 30, 2026, the Perry City Council approved the award of the Soumas Avenue Improvements project to McAninch Corp. This project will extend city utilities and reconstruct the road from gravel to paved surface as detailed below:

  • 31-foot wide urban paved roadway
  • 8-foot trail on the east and 5-foot sidewalk on the west
  • New storm sewer, sanitary sewer, watermain and street lighting

The contractor has indicated they plan to start construction of the project on July 10, 2026, beginning with clearing of any vegetation in the ditch areas and site preparation. This work will start at the intersection of Nolan and Carney Drive and Soumas Avenue, proceeding to the south as work takes place. The anticipated schedule is detailed below:

  • Oct. 1, 2026 – Sanitary Sewer and Water Main Completed in full
  • Dec. 1, 2026 – JBS entrance paving completed
  • Winter shutdown: Roadway will be reopened for normal access
  • July 2, 2027 – All paving completed
  • Sept. 15, 2027 – All items completed on the project

As work begins, the roadway will be under full closure, and area residents are asked to use alternate routes east or west of the job site. The official detour for construction traffic for the Soumas Avenue project will be 150th Street from Soumas Avenue (L Avenue) east to U.S. Highway 169. During the closure, there will be increased construction traffic along this portion of roadway as the primary entrance for the JBS Development and roadway improvements.

The city of Perry and Dallas County Secondary Roads Department are working together to coordinate dust control applications and general road maintenance during construction.
