When an elderly couple from Rougemont came to Horace Johnson Jr. for assistance with their appeal of their property tax revaluation, he introduced them to retired Judge Beverly Scarlett, who with Johnson had helped form the Northern Orange Division of the Orange County Property Tax Justice Coalition.
“She’ll do you a fine job,” Johnson said to the couple as he passed their paperwork to Scarlett.
