EL PASO, Texas (KTSM) — A 35-year-old man is facing charges of public intoxication and resisting arrest or transport after he reportedly was seen stumbling in a roadway, according to Horizon Police.
At about 4:30 p.m. on Tuesday, July 28, Horizon Police Officers responded to the intersection of Eastlake and Horizon boulevards, after receiving a report of a person stumbling into and out of traffic.
Upon arrival, officers located the subject, identified as Sergio Ricardo Castillo, who had been found unconscious on the sidewalk by members of the Horizon Fire Department earlier.
