Police across Pennsylvania can now issue citations to drivers who hold or use a cellphone behind the wheel, as the state’s distracted driving statute — known as Paul Miller’s Law — enters full enforcement.
The law, which took effect last year with a grace period for warnings, allows officers to stop and fine motorists seen holding a phone or electronic device while driving. The ban applies even when vehicles are stopped at red lights or sitting in traffic.
