Heavy rain early Tuesday morning created slick driving conditions in parts of East Erie and led to flooding at a busy intersection.
Just before 8 a.m., water was reported covering a section of the roadway at the intersection of East 38th Street and Pine Avenue. The standing water developed as rain moved through the area, creating hazardous conditions for motorists during the morning commute.
