A disabled man who says he had a seizure after he was thrown to the ground, pinned and tased by Eugene Police Department officers has filed a lawsuit alleging excessive use of force.
Troy Harty filed the legal complaint against the City of Eugene and EPD officer Michael Brelsford for the 2025 incident.
The lawsuit says Brelsford and several other police officers were near Harty’s apartment in the 700 block of Tyler Street in Eugene for an unrelated matter when a resident of the complex approached officers and told them two women could be heard arguing inside an apartment.
