Eugene man gets 19 months for leaving the scene of fatal Highway 99 bike crash

EUGENE, Ore. – A Eugene driver will serve 19 months in prison for leaving the scene of a fatal bicycle crash that happened in January.

Kacy Daniel Foster appeared in Lane County Circuit Court at 9 a.m. on April 14 and pleaded guilty to failure to perform the duties of a driver. His attorney filed a sentencing memorandum Monday outlining the case and claiming Foster was not at fault for the crash but “freaked out” and made the “dumb decision” to leave the scene.

Foster turned himself in to Eugene police two days later. The victim, 63-year-old Merle Sheffield, had told a friend he wanted to die just days before the crash, according to court documents…
