Felony charges have been dismissed against a 25-year-old Eugene man arrested last month on suspicion of possessing two explosive devices.
Two counts of unlawful possession of a destructive device have been dropped against Skylor J Koelzer after Eugene police last month said they found two improvised explosive devices April 7 in a vehicle while on the scene of an investigation near the 2100 block of West 16th Avenue.
“The state of the evidence is such that a material element of the crime cannot be proven beyond a reasonable doubt,” Christopher Parosa, Lane County district attorney, said in a motion filed May 5. Lane County Circuit Judge Amit Kapoor the same day ordered the two counts dismissed…
