Two former Cumberland County school campuses could change hands for $1

The Cumberland County Board of Education voted 5-3 last month to declare Manchester Elementary and Alger B. Wilkins High School as surplus properties and offer the land and buildings to the Cumberland County Board of Commissioners for $1 each.
