Encampments, sweeps and local response

Advocates, meanwhile, have warned that sweeping encampments can scatter people into more hidden and unstable situations without guaranteeing any path to long-term housing. The killing at the Bureau Drive encampment lands squarely in the middle of that tension, highlighting the safety and housing challenges local officials say they are trying to confront.
