Amanda Lewis, Communications Officer for Des Moines Public Schools, said Phillips Elementary at 1701 Lay Street will dismiss at 1:00 p.m. on Tuesday. Students are being served lunch before they are sent home. Parents were notified about the issue shortly after 11:00 a.m.
