Lancaster County Weighs Tax Exemptions for Churches, Goodwill, Etc.

Property tax exemptions for some of Lincoln’s most recognized nonprofits—including People’s City Mission, Goodwill Industries, and NeighborWorks—are in limbo after the Lancaster County Board of Equalization tabled a stack of contested applications at its May 19 meeting.

The board unanimously approved 15 exemption applications outright but held over decisions on partial exemptions and 10 denial recommendations until its next scheduled meeting, giving applicants time to submit additional documentation before a final vote.

Why these applications were flagged

Across most of the denials, county assessors said vacant land, commercial use, or missing permits and plans typically don’t meet exemption standards.

Goodwill’s retail store at 6300 Apples Way was recommended for denial because it operates as a retail property—consistent with how the county has treated other Goodwill locations. A separate Goodwill vacant lot on Adams Street was also flagged; the Assessor’s Office cited the Nebraska Administrative Code in finding that idle vacant land is not eligible for exemption…
