DELAWARE, Ohio — A March fire inside the Delaware Wildlife Area is now at the center of a criminal case against a Dublin man.
A Delaware County grand jury on Thursday indicted 70-year-old Terance Kelly in connection with the incident, which investigators say involved an explosive target device.
