UPDATE June 12, 1:20 p.m. — NonStop Local reached out to the City of Spokane for clarification on how the independent council would operate in relationship to existing systems.
Communications Manager Erin Hut said the request independent council would operate separately from existing programs like federally-required Continuum of Care.
