Madison Council moved Thursday to raise a range of development and zoning fees, arguing that taxpayers should not continue absorbing the full cost of permit reviews as staff time climbs.
The decision came as council members also confronted a second pressure point: how aggressively the town should enforce property and business compliance rules without alienating residents and small businesses.
