LANCASTER COUNTY, Pa. (WHP) — A Lancaster Township man has been banned from owning animals for 30 years after he pleaded guilty last week to neglecting multiple dogs.
Osvaldo Coello-Mendoza, 54, had dogs living in deplorable conditions inside his home in the 1000 block of Sterling Place, and did not provide them with shelter or veterinary care.
