New law to ease path to homeownership for Alabama’s disabled veterans takes effect Oct. 1

A new Alabama law designed to remove barriers to homeownership for the state’s most severely disabled veterans will take effect Thursday, Oct. 1, allowing eligible veterans to benefit from a property tax exemption earlier in the home-buying process.

House Bill 77, sponsored by Rep. Kenneth Paschal, R-Pelham, was signed into law by Gov. Kay Ivey following its passage during the 2026 legislative session.

The law applies to veterans with 100 percent permanent and total service-connected disabilities. Beginning Oct. 1, eligible veterans will be able to obtain a tentative certificate confirming their homestead property tax exemption after entering into a contract to purchase a home but before closing…
