Decade of complaints filed against man operating alleged unlicensed group homes

STOCKBRIDGE, Ga. (Atlanta News First) — Vulnerable adults — including people with disabilities and others recently discharged from mental health facilities — have been living in alleged group homes connected to a man who has faced complaints for more than a decade, accusing him of operating facilities without proper licenses, according to records obtained by Atlanta News First Investigates.

More than a month of records requests across multiple state agencies resulted in two dozen reports, including complaints and investigations into multiple homes rented by Charles Pruitt. One Henry County police officer described a home as “poor living conditions” for “at-risk adults” at one Ellenwood home.

One Henry County code enforcement officer stated in body camera footage from July 2025 Pruitt could be making $3,600 from tenants at the home that “should be shut down.” Atlanta News First Investigates confirmed Pruitt is still renting the home to several people.
