Terrified boy, 12, drowns after being chased into lake by off-leash dogs as owner is arrested

A California man was arrested after his dog chased a young boy into a lake, leading him to drown.

Kenneth Dobbins, a 68-year-old California City man, was arrested this week after authorities accused his off-leash dogs of chasing 12-year-old Fernando Torres Moreno. As the boy tried to escape in fear, he ran into a lake and ultimately drowned.
