Hochul’s Bold Hell’s Kitchen Plan Would Add 1,127 Homes

The proposal would replace an Intrepid Museum parking lot with housing, affordable ownership opportunities, public space and a new STEM education center.

Governor Kathy Hochul’s Hell’s Kitchen housing development proposal would turn a state-owned Manhattan parking lot into 1,127 homes, including 338 permanently affordable units. The plan also calls for affordable homeownership opportunities, an expanded Intrepid Museum campus and a new public park overlooking the Hudson River.

The state selected a development team led by Gotham Organization, Fisher Brothers and MURAL Real Estate Group to redevelop 621 West 45th Street. The roughly 50,584-square-foot property sits between West 45th and West 46th streets, across the West Side Highway from the Intrepid Museum. It is now used as the museum’s surface parking lot.

The announcement is an important step, but it does not mean construction is ready to begin. The project must still move through environmental review, public engagement, financing and government approval processes. The state has not announced a construction schedule, completion date or total project cost.
