PORTLAND, Ore. (KOIN) — City councilors are offering mixed reactions after other city leaders sent the Blazers a first draft of a term sheet — outlining exactly what they want out of a Moda Center renovation deal.

But they sent the draft to the team almost a month before the full council is voting on a final version, prompting some questions about the process.
The draft includes points like a 20-year lease to keep the Blazers playing in the Moda Center and a $3 million per year payment the team would pay that would get split between the city, Multnomah County, and Portland Public Schools.
