CHESAPEAKE, Va. (WAVY) — Two woman face charges after multiple dead animals were found and other living animals were seized during a search of a South Norfolk residence earlier this month.
Jessica Ragan and Shelly Ragan were in a Chesapeake courtroom Tuesday for a hearing to determine the custody of animals seized from the now-condemned house on Chesapeake Avenue. Both face charges of civil seize/impound animal, while Ragan faces a charge of animal cruelty.

In court, Chesapeake Animal Services asked the judge to take custody of the animals now under their care, which they estimate to cost over $5,600 and includes medical care, which they said will continue to rise. It also factors in that some animals may need to be euthanized.
Chesapeake Animal Services also described the conditions inside the house as roach and rat infested, and said that when removing animals, live roaches were falling of them. Extrication crew members had to wear hazmat suits and masks, and that the inside appeared to be a “hoarding home.”…
