More room for Rover: Sacramento to allow up to 4 licensed dogs per household instead of 3

(FOX40.COM) — Starting in August, Sacramento City Council will allow households to own up to four licensed dogs instead of just three.

City leaders said they hope this change will alleviate stress on local animal shelters which have been dealing with overcrowding for a while.
