Moore’s animal welfare division could soon face an outside legal review, with the City Council set to decide Wednesday whether to authorize an independent investigation into potential legal violations, liability issues and allegations of a hostile work environment. The proposal puts a single shelter-related item at the center of a special meeting as residents and animal advocates demand answers.
According to KOKH, the council’s special meeting is scheduled for 6:30 p.m. Wednesday, August 5, 2026, with one agenda item: whether to approve a legal group for an independent review. The proposed scope includes potential liability, possible violations of state and municipal law, allegations of a hostile work environment and any other issue uncovered during the inquiry. A Shelter Under Growing Scrutiny
The proposal follows a public debate that was already visible in city records by February and March. Moore council minutes show residents, animal welfare professionals and veterinarians pressing officials over leadership selection, euthanasia rates, shelter length of stay, recordkeeping, rescue transfers and transparency.
City officials and speakers also described efforts to improve training, adopt digital tracking tools, expand operating hours and build stronger community partnerships.
