New details unveiled in Waianae child torture investigation

HONOLULU (KHON2) — The Honolulu Police Department held a press conference to provide updates on an investigation involving the alleged torture of a child in Waianae.

Police said on Aug. 6, HPD responded to a 13-year-old boy who ran away from a residence on St. John Road in Waianae.

The investigation revealed allegations that the child had been subjected to an ongoing pattern of physical abuse, neglect, food deprivation and confinement by his mother, 35-year-old Jasmine Quiroz-Pele, and his 36-year-old stepfather, James Heffernan.

The boy reported the abuse had been occurring for an extended period of time which involved several serious incidents.

Police said in April 2024, Quiroz-Pele forced the boy to hold a medicine ball while spraying water from a hose into his face, causing him difficulty seeing and breathing…
